This webinar hosted by the DSAI ICT4Development Study Group will be on the topic of “Ethics, Technology and the Global South”.  

Discussion:

Introduction -Dr. P.J. Wall will introduce the topic and speak broadly about ethics, technology, and the potential for technological colonisation to occur if researchers from the Global North ignore the specific social, cultural and political environments existing in the Global South when implementing technology and conducting research.

Guest Speaker - Dympna O’Sullivan will then speak about how digital products and services are producing unprecedented amounts of data worldwide. These products and services have broad reach and include many users and consumers in the Global South. Once data is collected it is often used to create large and valuable datasets. A lack of data protection regulation in the Global South has led to concerns about digital colonization and a lack of control of their data on the part of citizens in this context. In this talk, she will discuss how we are developing a new digital ethics curriculum for the instruction of computer science students.

Evauating Implications - Dr. O'Sullivan will then present studies she and her team have developed with a focus on data ethics in the context of the Global South that allow students to evaluate the implications of introducing new digital products and services in a developing world context.

Ethics Checksheet - Dr. O'Sullivan will then introduce an ethics checksheet that allow deeper reflection on the intended and unintended consequences of introducing new technologies. 

Q&A The webinar will conclude with 10-15 minutes from questions from participants.

 

Speaker Biographies

Dr. P.J. Wall is Research Fellow and Teaching Fellow with the ADAPT Centre in the School of Computer Science and Statistics in Trinity College Dublin.  He is also convener of the Information, Technology and Development group with DSAI.  He holds a Research Fellow position with the INTEGRITY H2020 project where he examines research integrity and attitudes to research ethics among students.  His other research looks at technological innovation in the Global South (ICT4D) with particular focus on the use of mobile devices and artificial intelligence and the ethical implications associated with using such technologies in these specific social, cultural, political, and ethical contexts. 

Dr. Dympna O’Sullivan is a Senior Lecturer at the School of Computer Science at Technical University Dublin City Campus. Her research interests are in the area of Health Informatics and Digital Ethics. In the Health Informatics field she is interested in the design, development and evaluation of  Decision Support Systems to support clinician and patient decision making. This work involves research in electronic and personal health records, machine learning and intelligent algorithms, explainable AI, sensors and smart home technologies, accessible user interfaces and theories of health behavior change. From the perspective of Digital Ethics, she is interested in issues around teaching ethics to Computer Science students. She is the PI of Ethics4Eu and EU funded project that is developing new curricula, best practices and learning resources for digital ethics for computer science students. It follows a ‘train the trainer’ model for up-skilling computer science lecturers across Europe.
